These pieces of federal legislation could affect artists, consumers and companies across many different areas of the business, including songwriting, licensing, tourism, royalties, ticketing and live performances. <br \/>&nbsp;<br \/>Many of these bills have bipartisan support from both Democrats and Republicans in Congress, and industry players have been heavily involved in advocating for their passage: The Recording Academy and Recording Industry Association of America (RIAA) have signed onto many of them, as have corporate giants like the major record labels and Live Nation. &nbsp;<br \/>&nbsp;<br \/>The legislative process is long and at times difficult to decipher. Many bills get introduced more than once over the years, often with different versions in the Senate and House of Representatives. There are committee reviews, hearings and revisions before a bill makes it to the floor for a congressional vote and, eventually if passed, the desk of the president to be signed into law. &nbsp;<br \/>&nbsp;<br \/>In the interest of compiling all the information in one place, <em>Billboard <\/em>has put together a list of all the music-related legislation currently before the 119th Congress. Below, you can read about the history behind each bill, who supports it and what impact it would have on the industry. &nbsp;<br \/>&nbsp;<br \/>We\u2019re keeping track of developments for each piece of proposed legislation, and this list will update as bills move through the House and Senate. We\u2019ll also add new bills as they\u2019re introduced and tell you why they matter for the music business. &nbsp;<\/p>\n<div id=\"pmc-gallery-vertical\">\n<div class=\"c-gallery-vertical-loader u-gallery-app-shell-loader\">\n<ul class=\"pmc-fallback-list-items lrv-a-unstyle-list lrv-u-margin-t-2\">\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"5.6959208899876\">\n<h2>RAP Act&nbsp;<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"16.127659574468\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/rap-lyrics-banned-criminal-trial-congress-bill\/\">First introduced<\/a> in 2022, the Restoring Artistic Protection (RAP) Act aims to limit the use of rap lyrics in federal prosecutions. It\u2019s long been <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/rap-lyrics-cited-court-criminal-evidence-legislation\/\">controversial<\/a> to cite lyrics as evidence of a crime, but the prosecutorial strategy has received a spotlight in recent years as it\u2019s been wielded against high-profile rappers like Young Thug, Gunna and Lil Durk. &nbsp;<br \/>&nbsp;<br \/>The RAP Act was <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/bill-limit-song-lyrics-in-court-reintroduced-congress\/\">reintroduced<\/a> in 2023 and then again in the House in July 2025, after which it was referred to the House Judiciary Committee.&nbsp;<br \/>&nbsp;<br \/>Co-sponsored by Reps. <strong>Hank Johnson<\/strong> (D-Ga.) and <strong>Sydney Kamlager-Dove<\/strong> (D-Calif.), the RAP Act has wide support within the music industry. The Recording Academy and RIAA have thrown their weight behind the bill, as have Warner Music Group (WMG), Universal Music Group (UMG) and Live Nation.&nbsp;<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"7.3477157360406\">\n<h2>NO FAKES Act<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"19.589392643285\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>T<\/span>he Nurture Originals, Foster Art and Keep Entertainment Safe (NO FAKES) Act is Congress\u2019 attempt to protect artists from artificial intelligence (AI) deepfakes. This legislation would turn a person\u2019s digital likeness into a form of intellectual property, allowing artists to license out these rights and sue those that publish deepfakes without their consent.&nbsp;&nbsp;<br \/>&nbsp;<br \/>The NO FAKES Act was <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/new-senate-bill-protect-artists-ai-deepfakes\/\">first introduced<\/a> in 2024 and then <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/no-fakes-act-reintroduced-congress-support-ai-deepfake-bill\/\">revamped<\/a> in April 2025. The updated version of the bill in both the House and Senate includes additional notice and takedown provisions that could insulate hosting platforms from liability \u2013 and tech giants including YouTube are now on board as supporters. It\u2019s been referred to both chambers\u2019 Judiciary Committees. &nbsp;<br \/>&nbsp;<br \/>The music industry\u2019s major players have supported NO FAKES, including the Recording Academy, RIAA, WMG, UMG and Sony. The bills are sponsored in the Senate by Sens. <strong>Marsha Blackburn<\/strong> (R-Tenn.), <strong>Chris Coons<\/strong> (D-Del.), <strong>Thom T<\/strong> (R-N.C.) and <strong>Amy Klobuchar<\/strong> (D-Minn.); and in the House by Rep. <strong>Mar\u00eda Elvira Salazar<\/strong> (R-Fla.), <strong>Madeleine Dean<\/strong> (D-Penn.) <strong>Nathaniel Moran<\/strong> (R-Tex.), <strong>Becca Balint<\/strong> (D-Vt.) and <strong>Joe Morelle<\/strong> (D-N.Y.).&nbsp;<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"4.364593781344\">\n<h2>American Music Tourism Act&nbsp;&nbsp;<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"13.565217391304\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>T<\/span>he American Music Tourism Act was <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/business\/touring\/american-music-tourism-act-blackburn-hickenlooper-senate-bill-introduced-1235669508\/\">first introduced<\/a> in 2024 and <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/senate-bills-american-music-tourism-main-event-ticketing-hits-acts-return\/\">returned<\/a> to Congress in January 2025. The proposed legislation aims to boost music-related travel and tourism in the U.S. by directing the Department of Commerce to make a plan for the promotion of sites like Graceland and the Grammy Museum.&nbsp;&nbsp;<br \/>&nbsp;<br \/>These bills have broad support in both chambers of Congress. Versions <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/american-music-tourism-act-passes-senate-unanimously\/\">passed<\/a> the House in April 2025 and the Senate in May 2025. Now, the two chambers must agree on a single final version before sending the bill to President Donald Trump for his signature.&nbsp;<br \/>&nbsp;<br \/>The bills were introduced in the Senate by Blackburn and Sen. <strong>John Hickenlooper<\/strong> (D-Colo.), and in the House by Rep. <strong>Diana Harshbarger<\/strong> (R-Tenn.) and <strong>Nanette Barrag\u00e1n<\/strong> (D-Calif.). It\u2019s supported by industry organizations like the Recording Academy, RIAA and National Music Publishers association (NMPA), plus famed music sites the Rock and Roll Hall of Fame and the Memphis Music Hall of Fame.&nbsp;<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"6.2484520123839\">\n<h2>American Music Fairness Act&nbsp;<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"17.286846275753\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>L<\/span>egislators and music industry players have been <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/radio-performance-royalty-fight-failed-years-whats-new\/\">trying for decades<\/a> to pass a law requiring terrestrial radio stations to pay performance royalties to artists and record labels. The latest version of this proposed law was <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/american-music-fairness-act-senate-bill-radio-performance-royalties\/\">introduced in 2021<\/a> as the American Music Fairness Act, which has since been re-introduced twice.&nbsp;&nbsp;<br \/>&nbsp;<br \/>Most recently brought back to both the House and Senate in January 2025, the bills aim to close a loophole that allows AM\/FM radio stations in the U.S. to only pay publishing royalties \u2013 unlike satellite radio stations and online streamers, which have to compensate both songwriters and performers when they plan a track. The bills have been referred to both chambers\u2019 Judiciary Committees.&nbsp;&nbsp;The Senate Judiciary Committee\u2019s intellectual property subcommittee <a href=\"https:\/\/www.billboard.com\/pro\/gene-simmons-testifies-senate-radio-bill\/\">held a hearing<\/a> in December 2025, during which KISS rocker Gene Simmons testified that it\u2019s \u201cun-American\u201d not to support the legislation.<br \/>&nbsp;<br \/>The American Music Fairness act is co-sponsored in the Senate by Blackburn, Tillis and Sens. <strong>Alex Padilla<\/strong> (D-Calif.) and <strong>Cory Booker<\/strong> (D-N.J.), and in the House by Reps. <strong>Darrell<\/strong> <strong>Issa<\/strong> (R-Calif.) and <strong>Jerry Nadler<\/strong> (D-N.Y.). It\u2019s supported by the Recording Academy, RIAA, SoundExchange and the American Federation of Musicians.&nbsp;<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"5.3893360160966\">\n<h2>MAIN Event Ticketing Act&nbsp;<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"15.669079627715\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>T<\/span>he Mitigating Automated Internet Networks (MAIN) for Event Ticketing Act, <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/blackburn-main-event-ticketing-act-bots-act-update\/\">initially introduced<\/a> in 2023, aims to beef up enforcement of President Obama\u2019s Better Online Ticket Sales (BOTS) Act.&nbsp;&nbsp;<br \/>&nbsp;<br \/>This legislation would create new reporting and security requirements for online ticket sellers to combat automated bots that jump the line ahead of human buyers. Bills were reintroduced in the Senate in January 2025 and the House in April 2025. The proposed legislation has been approved by the Senate Committee on Commerce, Science and Transportation \u2013 meaning it now heads to the Senate floor \u2013&nbsp;and it\u2019s under consideration by the House Committee on Energy and Commerce.&nbsp;<br \/>&nbsp;<br \/>The bills are sponsored in the Senate by Blackburn and Sen. <strong>Ben Ray Luj\u00e1n<\/strong> (D-N.M.), and in the House by Harshbarger and Rep. <strong>Troy A. Carter Sr.<\/strong> (D-La.). They\u2019ve garnered support from the Recording Academy, RIAA, Live Nation and the National Independent Venue Association (NIVA).&nbsp;<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"7.351618705036\">\n<h2>TICKET Act&nbsp;<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"19.599636032757\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>T<\/span>he Transparency in Charges for Key Events Ticketing (TICKET) Act was first introduced in 2023 with the aim of reforming the ticket-buying process for concertgoers. The proposed legislation would increase pricing transparency by requiring event promoters to clearly and prominently display a ticket\u2019s full price, including fees and taxes, before checkout. &nbsp;<br \/>&nbsp;<br \/>The legislation passed the House in 2024 but died at the end of the 118th congressional term. Versions were reintroduced in the Senate in January 2025 and the House in February 2025, and it <a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.billboard.com\/pro\/ticket-act-passes-house-concerns-industry-advocacy-groups\/\">passed the House again<\/a> in April 2025. The Senate Committee on Commerce, Science and Transportation approved its bill the same month, and it\u2019s now headed to the Senate floor.&nbsp;<br \/>&nbsp;<br \/>The bills were introduced in the Senate by Sens. <strong>Ed Markey<\/strong> (D-Mass.) and <strong>Eric Schmitt<\/strong> (R-Mo.) and in the House by Reps. <strong>Jan Schakowsky<\/strong>&nbsp;(<strong>D-Ill.) <\/strong>and <strong>Gus Bilirakis <\/strong>(R-Fla.). Supporters include the Recording Academy, Live Nation, Vivid Seats and StubHub. &nbsp;<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <em>A prior version of this list incorrectly stated that NIVA supports the TICKET Act. The error has been corrected.<\/em><\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"5.5\">\n<h2>Protecting Outdoor Concerts Act&nbsp;<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"16\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>F<\/span>irst introduced in 2021 and re-introduced again twice in the years since, the Protecting Outdoor Concerts Act would create an avenue for the Federal Aviation Administration to restrict the airspace around outdoor music festivals and concerts.&nbsp;&nbsp;<br \/>&nbsp;<br \/>Right now, the law allows major sporting events to apply for these sorts of low-flying plane restrictions, but organizers of music events cannot do the same. The bill was most recently introduced to the House in April 2025 by Rep. <strong>Raul Ruiz<\/strong> (D-Calif.) and it\u2019s been referred to the House Committee on Transportation and Infrastructure.&nbsp;<br \/>&nbsp;<br \/>Ruiz, whose district includes California\u2019s Coachella Valley, has cited safety risks from airplanes flying too low around the Coachella and Stagecoach music festivals. The proposed legislation has support from AEG, which puts on both of those festivals.&nbsp;<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"11.201423785595\">\n<h2>TRAIN Act<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"27.266891891892\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>T<\/span>he Transparency and Responsibility for Artificial Intelligence Networks (TRAIN) Act, <a href=\"https:\/\/www.billboard.com\/pro\/senate-train-act-transparency-generative-ai-training-copyrighted-works\/\">first introduced<\/a> in the Senate in 2024, would create a legal avenue for musicians and other creators to find out if their work was used to train a generative AI model without a license. Technically speaking, the bill would allow artists to subpoena AI developers for their training data through a process similar to one that already exists to combat internet piracy.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> It remains an open question whether AI companies are legally required to buy licenses to train their models on existing creative works. Numerous copyright lawsuits over this issue are currently making their way through the courts, including one by the major record labels (though some claims have been settled through <a href=\"https:\/\/www.billboard.com\/pro\/suno-warner-music-sign-ai-licensing-deal-settle-lawsuit\/\">licensing deals<\/a> with AI music services Suno and Udio).<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> The TRAIN Act was reintroduced in the Senate in July 2025 by Blackburn and Sens. <strong>Peter Welch<\/strong> (D-Vt.), <strong>Adam Schiff<\/strong> (D-Calif.) and <strong>Josh Hawley<\/strong> (R-Mo.), and introduced for the first time in the House in January 2026 by Dean and Moran. The bill, which is endorsed by the RIAA and the Recording Academy, has been referred to both chambers\u2019 Judiciary Committees.<\/p>\n<\/div>\n<\/article>\n<\/li>\n<li class=\"pmc-fallback-list-item-wrap lrv-u-margin-b-2\">\n<article class=\"pmc-fallback-list-item\" readability=\"10.5\">\n<h2>CLEAR Act<\/h2>\n<p> <!-- do not apply CSS styles to this element! --> <\/p>\n<div class=\"pmc-not-a-paywall\" readability=\"26\">\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> <span>A<\/span>nother AI training-focused bill is the Copyright Labeling and Ethical AI Reporting (CLEAR) Act, which would require tech companies to submit publicly available reports to the U.S. Copyright Office detailing all the protected works used in training data for generative AI models. The legislation also suggests an enforcement mechanism: civil fines for AI companies that fail to complete these disclosures.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto lrv-a-font-body-m \"> Schiff first proposed this legislation, originally titled the Generative AI Copyright Disclosure Act, during his time in the House of Representatives in 2024. That first bill died without action. Schiff then teamed up with Sen.
