SNS\"><\/a><\/p>\n<p>Julio C\u00e9sar Tiburcio, presidente ADOCCO.<\/p>\n<\/p><\/div>\n<p>SANTO DOMINGO, 16 de febrero del 2026.- La Alianza Dominicana Contra la Corrupci\u00f3n (ADOCCO) denunci\u00f3 que ha habido falta de transparencia en compras realizadas por el Servicio Nacional de Salud (SNS), durante la gesti\u00f3n del doctor Mario Lama, desde agosto del 2020.<\/p>\n<p>En una declaraci\u00f3n escrita que firma su presidente Julio C\u00e9sar De la Rosa Tiburcio, la entidad (que lucha en favor de la transparencia y contra la corrupci\u00f3n) cuestiona el modelo de contrataci\u00f3n utilizado para las compras en dos renglones del sistema hospitalario p\u00fablico: di\u00e1lisis peritoneal domiciliaria y nutrici\u00f3n cl\u00ednica especializada (oral, enteral y parenteral).<\/p>\n<p>Dice que las contrataciones fueron hechas mediante \u201cprocesos de excepci\u00f3n por exclusividad, a trav\u00e9s de adjudicaciones sucesivas, de las que fueron beneficiadas, las razones sociales:&nbsp;MACROTECH FARMAC\u00c9UTICA, S.R.L., HOSPIFAR, S.R.L. y CENTRO INTEGRAL DE MEDICINA RENAL (CIMER)\u201d.<\/p>\n<p>\u201c<strong>Para di\u00e1lisis peritoneal domiciliaria<\/strong>, <strong>el monto contratado acumulado supera los RD$7,000 millones desde 2020<\/strong>, programa que se present\u00f3 como un servicio continuo con alcance inicial para unos 900 a 1,000 pacientes, sin que exista, informaci\u00f3n p\u00fablica consolidada que permita verificar cu\u00e1ntos reciben el servicio efectivamente dentro de la red hospitalaria p\u00fablica\u201d, agrega ADOCCO.<\/p>\n<p>Se\u00f1ala que <strong>para nutrici\u00f3n cl\u00ednica, han sido reportadas &nbsp;contrataciones por m\u00e1s de RD$4,400 millones<\/strong> \u201ccon expansi\u00f3n prevista por un proceso adicional en curso que sumar\u00eda RD$1,080 millones, elevando el total proyectado por encima de RD$5,500 millones\u201d.<\/p>\n<p>Afirma que s\u00f3lo en noviembre del 2020 se produjo una adjudicaci\u00f3n por el orden de RD$1,416 millones para di\u00e1lisis peritoneal domiciliaria y otra en diciembre del mismo a\u00f1o por &nbsp;RD$732 millones para nutrici\u00f3n parenteral y enteral.<\/p>\n<p><strong>EL ESQUEMA PARA EL \u201cFRAUDE\u201d<\/strong><\/p>\n<p>ADOCCO alega que el entonces director del Servicio Nacional de Salud, Mario Lama, aprovechando la demanda de servicios de los usuarios del sistema de salud p\u00fablica, \u201cmont\u00f3 un esquema para defraudar al Estado dominicano\u201d por ser los citados servicios \u201cde dif\u00edcil&nbsp;auditor\u00eda\u201d.<\/p>\n<p>Indica que a esta conclusi\u00f3n se llega debido al predominio de procesos de excepci\u00f3n por exclusividad y adjudicaciones sucesivas a los mismos proveedores, limitando la competencia en ambos rubros.<\/p>\n<p>\u201cEl festival contempl\u00f3 dos tercios del gasto p\u00fablico en di\u00e1lisis peritoneal y nutrici\u00f3n cl\u00ednica desde 2020, concentrado literalmente, en un solo proveedor, bajo esquemas de exclusividad, representando, gasto creciente sin trazabilidad cl\u00ednica\u201d, a\u00f1ade.<\/p>\n<p><strong>CASO SIMILAR AL DEL SENASA<\/strong><\/p>\n<p>Indica la Alianza Contra la Corrupci\u00f3n &nbsp;que\u201cestamos en presencia de un caso con mucha similitud con lo ocurrido en el Seguro Nacional de Salud, en el que sce aprovech\u00f3 la cartera de afiliados del r\u00e9gimen subsidiado, para montar un esquema de contrataciones bajo la modalidad de exclusividad por excepci\u00f3n\u201d.<\/p>\n<p>Dice que en este sentido fueron inclu\u00eddos rubros que no estaban contemplados en esa canasta, por lo que ADOCCO contempla accionar penalmente contra los responsables de este nuevo intento de afectar el
